Did He Fabricate It?
أَمۡ يَقُولُونَ تَقَوَّلَهُۥۚ بَل لَّا يُؤۡمِنُونَ ٣٣
Or say they: He hath invented it? Nay, but they will not believe.

Meaning
Or do they say: “He made it up”? Rather, they do not believe.

Elmalılı explains “taqawwul” as trying to say what one does not have; falsehood is its consequence.
