Whispers in the Heart
ٱلَّذِي يُوَسۡوِسُ فِي صُدُورِ ٱلنَّاسِ ٥
Who whispereth in the hearts of mankind.

Meaning
Who whispers into the hearts of people.
Insight
Elmalılı defines whispering (waswasah) as giving evil suggestions secretly and in a hushed voice. This can happen within a person and also among people in society.
