Shall We Withhold It?
أَفَنَضۡرِبُ عَنكُمُ ٱلذِّكۡرَ صَفۡحًا أَن كُنتُمۡ قَوۡمࣰا مُّسۡرِفِينَ ٥
Shall We utterly ignore you because ye are a wanton folk.
Translation: Marmaduke Pickthall
Meaning
Then should We turn the message away from you because you are a transgressing people?

According to Elmalılı, this conveys that even if you persist in disbelief and wrong, We will not stop sending the Qur’an; this too is Allah’s mercy.
