A Mighty Messenger
ذِي قُوَّةٍ عِندَ ذِي ٱلۡعَرۡشِ مَكِينࣲ ٢٠
Mighty, established in the presence of the Lord of the Throne.

Meaning
Possessed of power, with standing before the Lord of the Throne.

According to Elmalılı, he is a messenger of great strength, without weakness in carrying out his charge, irresistible.
