Lowering, Raising
خَافِضَةࣱ رَّافِعَةٌ ٣
Abasing (some), exalting (others).

Meaning
It will bring down some and raise up others.
Insight
According to Elmalılı, great events, like the upheavals and revolutions that topple states, humble the mighty and raise the humble; so too the Hour will bring some down and raise others.
