Submitters and Criminals
أَفَنَجۡعَلُ ٱلۡمُسۡلِمِينَ كَٱلۡمُجۡرِمِينَ ٣٥
Shall We then treat those who have surrendered as We treat the guilty.

Meaning
Shall We treat those who submit like the criminals?
Insight
According to Elmalılı, the submitters have turned their faces to Allah alone; they seek safety, avoid crime, work well and have clean hearts. The two ends are never the same.
