He Gives Life and Death
لَهُۥ مُلۡكُ ٱلسَّمَٰوَٰتِ وَٱلۡأَرۡضِۖ يُحۡيِۦ وَيُمِيتُۖ وَهُوَ عَلَىٰ كُلِّ شَيۡءࣲ قَدِيرٌ ٢
His is the Sovereignty of the heavens and the earth; He quickeneth and He giveth death; and He is Able to do all things.
Translation: Marmaduke Pickthall
Meaning
His is the dominion of the heavens and earth; He gives life and causes death.
Insight
According to Elmalılı, all control in the whole world, bringing into being and ending, every known and unknown act, belongs to Him.
