Measure and Guidance
وَٱلَّذِي قَدَّرَ فَهَدَىٰ ٣
Who measureth, then guideth.

Meaning
Who measured and guided.
Insight
According to Elmalılı, Allah set a measure for everything He created through His knowledge and will: in its kind, qualities, actions and term. Then He showed each its way.
