Who Created and Proportioned
ٱلَّذِي خَلَقَ فَسَوَّىٰ ٢
Who createth, then disposeth.

Meaning
Who created and proportioned.

According to Elmalılı, He is the Creator of all things. The Creator is surely higher and greater than the created.
