He Has Not Fulfilled
كَلَّا لَمَّا يَقۡضِ مَآ أَمَرَهُۥ ٢٣
Nay, but (man) hath not done what He commanded him.
Translation: Marmaduke Pickthall
Meaning
No! He has not done what He commanded him.

According to Elmalılı, most commentators take “kalla” here as “truly”: man has not fully fulfilled the gratitude and worship Allah commanded.
