The Mighty, the Merciful
تَنزِيلَ ٱلۡعَزِيزِ ٱلرَّحِيمِ ٥
A revelation of the Mighty, the Merciful.

Meaning
This Qur’an is sent down by the Almighty, the Most Merciful.

Elmalılı points out that these two names are mentioned here on purpose: all might belongs to Allah, and His mercy to the believers who know Him is endless.
