The Real Culprits
إِنَّمَا ٱلسَّبِيلُ عَلَى ٱلَّذِينَ يَظۡلِمُونَ ٱلنَّاسَ وَيَبۡغُونَ فِي ٱلۡأَرۡضِ بِغَيۡرِ ٱلۡحَقِّۚ أُوْلَـٰٓئِكَ لَهُمۡ عَذَابٌ أَلِيمࣱ ٤٢
The way (of blame) is only against those who oppress mankind, and wrongfully rebel in the earth. For such there is a painful doom.

Meaning
The blame is only upon those who wrong people and tyrannise on earth without right.
Insight
According to Elmalılı, these are those who wrong first, or exceed in retaliation and go beyond bounds in punishment, and act with arrogance and tyranny on earth.
