Their Affairs by Consultation
وَٱلَّذِينَ ٱسۡتَجَابُواْ لِرَبِّهِمۡ وَأَقَامُواْ ٱلصَّلَوٰةَ وَأَمۡرُهُمۡ شُورَىٰ بَيۡنَهُمۡ وَمِمَّا رَزَقۡنَٰهُمۡ يُنفِقُونَ ٣٨
And those who answer the call of their Lord and establish worship, and whose affairs are a matter of counsel, and who spend of what We have bestowed on them.

Meaning
Those who respond to their Lord, establish prayer, and whose affair is consultation among themselves.

According to Elmalılı, this is the Companions pledging and responding to the Prophet’s call; and they conducted their affairs by consultation.
