He Makes Laugh and Weep
وَأَنَّهُۥ هُوَ أَضۡحَكَ وَأَبۡكَىٰ ٤٣
And that He it is who maketh laugh, and maketh weep.
Translation: Marmaduke Pickthall
Meaning
And that it is He who makes laugh and weep.

According to Elmalılı, these are two opposite states of life: one joy, one grief; one recalls reward, the other punishment.
