They Take in Full
ٱلَّذِينَ إِذَا ٱكۡتَالُواْ عَلَى ٱلنَّاسِ يَسۡتَوۡفُونَ ٢
Those who when they take the measure from mankind demand it full.

Meaning
Who, when they take from people, take in full.

According to Elmalılı, the phrasing carries the sense of “at people’s expense”: they take full measure for themselves, to others’ loss.
