Those Sent Forth
وَٱلۡمُرۡسَلَٰتِ عُرۡفࣰا ١
By the emissary winds, (sent) one after another.

Meaning
By those sent forth in succession.
Insight
According to Elmalılı, here too, as in as-Saffat and adh-Dhariyat, oaths are sworn by certain forces: those sent, those that blow, spread, separate and deliver a reminder.
