The Word of a Noble Messenger
إِنَّهُۥ لَقَوۡلُ رَسُولࣲ كَرِيمࣲ ٤٠
That it is indeed the speech of an illustrious messenger.

Meaning
Indeed, it is the word of a noble Messenger.

According to Elmalılı, the Qur’an is speech recited by an honoured and noble Messenger, conveying, in eloquent words, news that reason alone could not know.
