A Warner in Every Town
وَلَوۡ شِئۡنَا لَبَعَثۡنَا فِي كُلِّ قَرۡيَةࣲ نَّذِيرࣰا ٥١
If We willed, We could raise up a warner in every village.
Translation: Marmaduke Pickthall
Meaning
Had We willed, We could have sent a warner into every town.

According to Elmalılı, this forms an inference: “but We did not; so We did not will it” — the whole burden was given to you.
