Armies of Mercy and Punishment
وَلِلَّهِ جُنُودُ ٱلسَّمَٰوَٰتِ وَٱلۡأَرۡضِۚ وَكَانَ ٱللَّهُ عَزِيزًا حَكِيمًا ٧
Allah’s are the hosts of the heavens and the earth, and Allah is ever Mighty, Wise.
Translation: Marmaduke Pickthall
Meaning
And to Allah belong the soldiers of the heavens and earth.

According to Elmalılı, mentioning this twice points to Allah having both armies of mercy and armies of punishment.
