Doer of What He Wills
فَعَّالࣱ لِّمَا يُرِيدُ ١٦
Doer of what He will.

Meaning
Doer of whatever He wills.

According to Elmalılı, His will never fails; so there is no doubt He will fulfil His promise and His warning.
