Did They Think They Could Escape?
أَمۡ حَسِبَ ٱلَّذِينَ يَعۡمَلُونَ ٱلسَّيِّـَٔاتِ أَن يَسۡبِقُونَاۚ سَآءَ مَا يَحۡكُمُونَ ٤
Or do those who do ill-deeds imagine that they can outstrip Us? Evil (for them) is that which they decide.

Meaning
Or do those who do evil think they can outrun Us?

According to Elmalılı, since deeds include acts of the heart and limbs, the evils here are explained as disbelief and sins.

Stay away from evil, knowing there is no escaping Allah.
