Al-An’am 6:129

وَكَذَٰلِكَ نُوَلِّي بَعۡضَ ٱلظَّـٰلِمِينَ بَعۡضَۢا بِمَا كَانُواْ يَكۡسِبُونَ ١٢٩
Thus We let some of the wrong-doers have power over others because of what they are wont to earn.
