The Unchanging Way
سُنَّةَ ٱللَّهِ فِي ٱلَّذِينَ خَلَوۡاْ مِن قَبۡلُۖ وَلَن تَجِدَ لِسُنَّةِ ٱللَّهِ تَبۡدِيلࣰا ٦٢
That was the way of Allah in the case of those who passed away of old; thou wilt not find for the way of Allah aught of power to change.
Translation: Marmaduke Pickthall
Meaning
This is the way of Allah with those who passed before; you will not find any change in the way of Allah.

According to Elmalılı, those who strive for strife and corruption in a land have always been punished this way.
