The Revelation of the Book
تَنزِيلُ ٱلۡكِتَٰبِ مِنَ ٱللَّهِ ٱلۡعَزِيزِ ٱلۡحَكِيمِ ١
The revelation of the Scripture is from Allah, the Mighty, the Wise.

Meaning
The revelation of the Book is from Allah, the Mighty, the Wise.

According to Elmalılı, none else can give it; it cannot be produced by effort or artifice. Prophethood is not earned and cannot be taken by force.
