Saying What You Do Not Do
يَـٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُواْ لِمَ تَقُولُونَ مَا لَا تَفۡعَلُونَ ٢
O ye who believe! Why say ye that which ye do not.
Translation: Marmaduke Pickthall
Meaning
O you who believe, why do you say what you do not do?

Elmalılı relates, from ‘Abdullah ibn Salam, that this reminds believers to fulfil their vows: do not vow what you will not do.
