Who Decreed Death
نَحۡنُ قَدَّرۡنَا بَيۡنَكُمُ ٱلۡمَوۡتَ وَمَا نَحۡنُ بِمَسۡبُوقِينَ ٦٠
We mete out death among you, and We are not to be outrun.

Meaning
We have decreed death among you, and We are not to be outrun.

According to Elmalılı, Allah appointed a time for each and decreed death with certainty; no one can overcome Him or hinder His will.
