Winking at One Another
وَإِذَا مَرُّواْ بِهِمۡ يَتَغَامَزُونَ ٣٠
And wink one to another when they passed them.

Meaning
And when they passed by them, they winked at one another.

According to Elmalılı, when the believers passed by, they mocked them by signalling to one another with their eyes.
