The Party of Satan
ٱسۡتَحۡوَذَ عَلَيۡهِمُ ٱلشَّيۡطَٰنُ فَأَنسَىٰهُمۡ ذِكۡرَ ٱللَّهِۚ أُوْلَـٰٓئِكَ حِزۡبُ ٱلشَّيۡطَٰنِۚ أَلَآ إِنَّ حِزۡبَ ٱلشَّيۡطَٰنِ هُمُ ٱلۡخَٰسِرُونَ ١٩
The devil hath engrossed them and so hath caused them to forget remembrance of Allah. They are the devil’s party. Lo! is it not the devil’s party who will be the losers.
Translation: Marmaduke Pickthall
Meaning
Satan has overcome them and made them forget the remembrance of Allah; they are the party of Satan.

According to Elmalılı, these are those who fell under Satan’s sway and forgot the thought of Allah; they are Satan’s partisans, his party.
