A Known Right
وَٱلَّذِينَ فِيٓ أَمۡوَٰلِهِمۡ حَقࣱّ مَّعۡلُومࣱ ٢٤
And in whose wealth there is a right acknowledged.
Translation: Marmaduke Pickthall
Meaning
And those in whose wealth is a known right.

According to Elmalılı, this is not optional charity left to whim, but a set proportion of wealth, an obligatory debt to Allah.
