Not Abusing Power

He said: As for him who doeth wrong, we shall punish him, and then he will be brought back unto his Lord, Who will punish him with awful punishment.

Translation: Marmaduke Pickthall

Meaning

“Whoever does wrong, we will punish; then he will be returned to his Lord.”

Insight

According to Elmalılı, though Dhul-Qarnayn was free to do as he wished, he did not act without cause; he kept punishment for wrongdoers and kindness for those who believed and did good, for he knew he too would return to his Lord.
