We Strengthened Their Frame
نَّحۡنُ خَلَقۡنَٰهُمۡ وَشَدَدۡنَآ أَسۡرَهُمۡۖ وَإِذَا شِئۡنَا بَدَّلۡنَآ أَمۡثَٰلَهُمۡ تَبۡدِيلًا ٢٨
We, even We, created them, and strengthened their frame. And when We will, We can replace them, bringing others like them in their stead.

We created them and strengthened their frame.
